AustinSpring Rev-Up Cup 2008 Rules Feb. 19, 2008 Divisions: Recreational: Div IV U-9/U10 Rec and Rec+/Academy play 8v8 If it is not possible to group teams into individual age groups, age groups may becombined. In addition, if there are not sufficient teams entered in a division, thenthe Competitive and Open divisionsmay be combined. The same applies for Rec and Rec+ U9/10 teams. Game Format: All games schedules are final as published. No changes will be permitted. Teams must be at designated field at least 15 minutes before the scheduled game time and be ready for inspection by the referee. All parents for both teams must be on one sideline and all players and coaches on the other sideline. Games must start at the scheduled time. Home team will kick-off with visiting team selecting an end to defend. Home team is the team listed first on the schedule. Home team must change jerseys in the event of a color conflict or if requested by the referee. Each team is guaranteed to play at least three (3) games. Pool Play: U9 and U10 two (2) 20 minute halves. U11 – U14 two (2) 25 minute halves; U15 and above two (2) 30 minute halves. No overtime or penalty kicks. Advancement rounds: Round Robin: 4 team brackets will play round robin. The top two teams will play a championship game. In the event of a tie in the championship game, there will be a FIFA penalty kick shootout. 5 team brackets will play round robin. The teams finishing with highest and second highest amount of points will be the champion and runner-up respectively. Brackets of 6 Teams sub-bracketed in two brackets of 3 teams will play cross-bracket. The teams finishing with highest and second highest amount of points will advance to the championship match. In the event of a tie in the championship game, there will be a FIFA penalty kick shootout. Brackets of 8 Teams sub-bracketed in twobrackets of 4 teams will play intra-bracket round robin. The winners of each bracket will play the championship match. In the event of a tie in the championship game, there will be a FIFA penalty kick shootout. Brackets of 10 teams will be divided into two sub-brackets of 3 teams playing cross-bracket and one sub-bracket of 4 teams playing intra-bracket round robin. The three bracket winners and the next high-point wildcard willadvance to the semi-finals. The winners of the semi-final matches will play the championship match. In the event of a tie ina semifinal orchampionship game, there will be a FIFA penalty kick shootout. Brackets of 12 Teams sub-bracketed in three brackets of 4 teams will play intra-bracket round robin. The four teams that will advance to semi-finals are the 3 bracket winners and the 2nd place team with highest amount of points. The highest pointsemi-finalist will play the lowest point semi-finalist and the 2nd and 3rd high point semi-finalists will play each other.The winners of the semi-final matches will play the championship match. Semi Finals and Finals: U-9-U10: Two (2)25 minute halves; Then FIFA penalty kicks Scoring: A Win earns 6 points; a tie earns 3 points; and aloss earns 0 points. One bonus point is awarded for each goal scored up to a maximum of 3 bonus points per match. One additional point is awarded for the winner of a shut out in a match. There is no shut out point for a 0-0 tie. A win by forfeit equals 9 points. Forfeits: A team will be awarded a forfeit if the opposing team is not ready to play 10 minutes after the scheduled game start time. A TEAM WHO FORFEITS A MATCH WILL NOT BE ELIGIBLE TO RECEIVE AWARDS. Tie Breaker: Head-to-Head. Game Cards: Coaches are responsible for checking the game card for accuracy after each match before they sign the card. Each coach must sign the game card immediately after the match. Game cards will be turned in by the referee. Refunds: A team withdrawing from the tournament after being accepted shall forfeit its entry fee. In the event of inclement weather, the Tournament Director has the authority to restructure or cancel the tournament. It will not be rescheduled and no refunds will be issued oncetournament play has begun. If, the tournament is cancelled prior to the start of play, a refund less expenses will be distributed. Inclement Weather Procedure: In case of inclement weather, the Tournament Director will determine if games are to be played. Once the gamehas started,the decision restswith the refereeand the Tournament Director.If any games arecanceled, it is up to the coachesof the teams to check with theTournament Director for rescheduling information.Games shall be considered complete if one half of the game has elapsed.The score at the stoppage of play will be the final score.If one half has not elapsed and the game is stopped,the game must be rescheduled if it affects the outcome of the tournament and ifweather and field availability permits.The Tournament Director shall have the ultimate authority indetermining whether or not the fields are playable.Please check the tournament website athttp://www.dallastexansaustin.comforinformation and weather updates.The Tournament Director reserves the right to readjust times and/or change fields. Misconduct: All players, coaches and spectators are expected to show good sportsmanship at all times. Failure to do so could lead to the disqualification of the team from the tournament. Coaches are responsible for the conduct of their team and supporters. Coaches, players or spectators who are involved in fighting, physical or verbal abuse to a referee, other coach, player or spectator, may be cause for themselves and/or their team to be ejected from the tournament and/or forfeiture of awards due them. Cards: A player receiving a red card is prohibited from participating in the rest of that game and the next game. A second red card to the same player results in that player being expelled from the tournament. A player receiving two yellow cards (2) in the same game is prohibited from participating in the rest of that game and the next game (two yellow cards in the same game equals a red card). A player accumulating three (3) yellow cards is suspended for the next scheduled game. Reporting: Referees are required to report all disciplinary actions taken before, during or after a game on an official game report, and to separately report all cases of serious misconduct to tournament headquarters immediately following the game in which the serious misconduct occurred. All yellow and red cards are reported to STYSA on the official Post Tournament Report immediately following the tournament. All referee decisions are final. No protests allowed. Tournament Director will have final jurisdiction over all matters related to the tournament. Registration: ·Registration Deadline: Monday February 11th, 2008 Rosters: Team rosters are limited to twelve (12) players for U-9 and U-10 teams and eighteen (18) players for U-11 through U-15 teams. A maximum of three (3) guest players is allowed. Birth date of the oldest player determines the age bracket of the team. A player may play on only one (1) team in the tournament. An official typed team roster signed by the Association Registrar with jersey numbers denoted thereon must be submitted. A final typed team roster signed by the Association Registrar must be submitted at the time of check-in if there are any changes from the initial roster. An approved USYSA travel permit must be included with your application for Non-STYSA teams. All US teams and players must be USYSA registered and must have insurance coverage. All foreign teams must be FIFA registered. Medical Release Forms: Medical Release are not required. Player ID Cards: All teams are required to submit a laminated USYSA player card with a picture and a signature of the player at the time of check-in.Players without a completed player card will not be permitted to participate in tournament competition.Player cards shall be available for inspection by tournament officials at the site of each game. Laws Of The Game: FIFA laws shall apply as modified by USYSA and STYSA, except as noted. All players must wear shin guards. No player will be allowed to play in the tournament competition without shin guards. Substitutions: Prior to your throw-in; Or on the throw-in of the other team if they are subbing. Uniforms: All players on a team shall wear numbered jerseys. Each team must have an alternative color jersey for each player in case of color conflict. The first team listed on the schedule is the home team and must change jerseys, if deemed necessary by the referee. All players must have adequate shin protection. Referees will check players before each game. No player will be allowed to participate without proper equipment. Sliding shorts or bicycle pants will not be allowed to extend below the shorts unless they shorts or pants are the same color as the uniform shorts. This is in accordance with FIFA and STYSA rules. The center referee shall have final authority as to what is a proper uniform. Game Ball: The home team,listed first on the schedule,shall submit a game ball of appropriate size, weight, and pressure to the Referee at the beginning of a game.
Members on the submitted rosters of the First and Second place teams shall receive awards. No Protests: All referee decisions are final. No protests allowed. Tournament Director (and/or Field Marshall) will have final jurisdiction over all matters related to the tournament. Matters Not Provided For: Any situation or questions on rules of competition not covered herein will be governed by FIFA , USYSA, STYSA and Administrative Rule books, in that order. Any matter not provided for in Tournament rules or by FIFA, USYSA, or STYSA rules shall be determined by the Tournament Director, whose decisions shall be final. The Tournament Directory may amend these rules, as deemed necessary. Dogs: Other than "seeing eye", no dogs will be allowed at any of the tournament field sites. |
